how can I activate volunteer registration without making it open to the public

I want to use the volunteer registration form, but I do not want it to be open to the public on our site. Is there a way I can just have it open privately and email it to specific people?

Is there any way to publish the online registration and turn off the volunteer registration. We don't want to have volunteer registration open to the public. This needs to change.
I found the switch to turn off volunteer registration page.
