Permission for Coordinators

I add a coordinator with email and role and it sends them an email.  When they click the link in the email it is requiring them to ask "request permission".  I then have to go in and approve the request.  This seems redundant. I assumed I had given permission when I sent the initial invite.  Is there a setting that is causing this?
